With reference to your letter e.22339/26 of
8th December last, I am directed by the Board of Trade to state that they regret that no Officer of their Staff is prepared to volunteer for service with the Hong Kong Government on the conditions which have been offered. The Officers who have given the matter serious consideration have objected mainly to the arrangement that only half pay would be paid on voyage and to the conditions regarding increment and pension. They have come to the conclusion that the amount of the allowance offered, even at the maximum of £300 was insufficient to compensate for the disadvantages.
In these circumstances the Hong Kong Government might like to consider whether they would be prepared to offer a substantially larger allowance then £300 per annum, and failing this, it is clear that fur ther consideration must be given to alternatives (2) and (3) set out in the Board's letter M.12434/26 of 13th October last. The Board will be prepared to give any assistance in their power on hearing which of these two alternatives the Hong Kong Government desire to adopt if it is impossible to make any arrangement which would permit of one of the Board's Officers being seconded for this service for twelve months.
